Dr. Boda has offered advice to local, national and international institutions on issues relating to governance, election administration, assessment and law. His recent projects have focused on Scotland (2007), Ghana (2008), Pakistan (2009-11), Jordan (2011, 2012), UNDP (2012-13). Since June 2012, he has served as Chief Electoral Officer for the Canadian Province of Saskatchewan.

He has been on the senior staff of the International Foundation for Electoral Systems (IFES), a visiting fellow at the Brookings Institutions and the National Endowment for Democracy, is an adjunct professor at Johns Hopkins University and a fellow at the Johnson-Shoyama Graduate School of Public Policy.

He holds a D.Phil in Law from Oxford University and a Ph.D. in Political Science from Johns Hopkins.
