About
David M. Brock is Vice President, Energy Security at Crown Investments Corporation of Saskatchewan. A career civil servant, previously, he was Assistant Deputy Minister for Climate Change with the provincial Ministry of Environment; prior to moving to Saskatchewan in 2017, David was in Northwest Territories serving executive government as Deputy Secretary to Cabinet for Priorities and Planning and, earlier, the legislature as Chief Electoral Officer.
Early in his career, David worked for the Government of Nunavut, first in Iqaluit, and then in Ottawa, on Cabinet decision making and intergovernmental relations. He majored in political science and studied at the doctoral level at the University of Western Ontario, following degrees at the University of Saskatchewan (MA) and Dalhousie University (BA, Hons.). He recently completed the Directors Education Program at the Rotman School of Management, University of Toronto.
David was named a fellow of Action Canada, was a member of the Banff Forum, and participated in the Governor General’s Leadership Conference. On matters of government policy, he has collaborated with think tanks such as the C.D. Howe Institute, Public Policy Forum, Institute for Research on Public Policy, and the Institute of Public Administration of Canada. As a community volunteer, David is active with the Regina Ski Club and serves on the Board of Directors of the Regina Symphony Orchestra as well as on the editorial board for the Journal of Parliamentary and Political Law.
Supervisory Capacity
David Brock is willing to advise graduate students in the following areas: machinery of government, Canadian institutional development and change, constitutional conventions, federal-provincial relations, Crown corporations, and election administration.
